Senate Bill 1921 amends Tennessee Code Annotated, Title 71, to enhance the state's temporary assistance programs, particularly focusing on child care support. The bill introduces a new section, 71-5-1205, which mandates the annual transfer of a portion of the Temporary Assistance for Needy Families (TANF) rainy-day fund to the federal Child Care and Development Fund (CCDF). This transfer aims to ensure that families eligible for the state's Smart Steps program can participate even when CCDF funds are insufficient. The bill specifies that the transferred funds cannot exceed 30% of the TANF rainy-day fund and must not replace existing uses of the CCDF.
Additionally, the bill requires the Department of Human Services to publish an annual report detailing the balances and expenditures of both the temporary assistance for needy families program and the child care and development fund. This report will include information on expenditures by category, obligated balances, and any unobligated balances. The department is also authorized to create rules to implement this section, following the Uniform Administrative Procedures Act. The act will take effect upon becoming law.
