Senate Bill 1950, also known as House Bill 1832, amends Tennessee Code Annotated, Section 55-50-302(f), regarding the issuance of for-hire endorsements for driver licenses. The bill stipulates that applicants must have at least two years of unrestricted driving experience, be at least eighteen years old, and demonstrate good character, competency, and fitness for employment. It also clarifies that individuals under nineteen years of age are not authorized to operate a commercial motor vehicle.

Additionally, the bill introduces exceptions to the two-year driving experience requirement. It allows applicants who are at least sixteen years old and not under any driver license suspension, cancellation, or revocation to obtain a for-hire endorsement if they will be operating a Class D vehicle owned by their family business for deliveries. Furthermore, it permits individuals who have completed a sentence of incarceration for an offense and currently hold a restricted license due to unpaid fines and court costs to qualify for the endorsement, provided they are adhering to a payment plan. The act will take effect upon becoming law.
