Senate Bill 2533, also known as "The Isbill Act," aims to enhance mental health training for law enforcement and correctional personnel in Tennessee. The bill mandates the Tennessee peace officer standards and training (POST) commission to develop guidelines for emergency and nonemergency involuntary admissions to inpatient treatment, which law enforcement officers must be trained on annually. Similarly, the bill requires the board overseeing correctional personnel to adopt similar guidelines and ensure annual training for correctional staff.

Additionally, the bill addresses the allocation of funds from the opioid abatement fund. It specifies that $12.3 million will be allocated to the bureau of TennCare for mobile crisis services and $25 million to the department of mental health and substance abuse services for crisis, residential, and inpatient treatment services for uninsured individuals with co-occurring mental health and substance use disorders. The bill also stipulates that these funds must supplement existing state appropriations and not affect the distribution of proceeds to counties from opioid settlements. The act is set to take effect on July 1, 2026.
