House Bill 1881 amends various sections of the Tennessee Code Annotated related to education, specifically focusing on the administration of tests for students participating in the Education Savings Account (ESA) program. The bill deletes Section 49-1-908 entirely and modifies Section 49-6-2606 by removing subsection (a) and replacing it with new requirements. Under the new provisions, students in grades three through eleven must take either a nationally standardized achievement test aligned with their school's instructional plan or the Tennessee Comprehensive Assessment Program (TCAP) tests for math and English language arts. Participating schools are required to administer these tests annually and provide the results to the students' parents.
Additionally, the bill mandates that the Department of Education select a statistical sample of students in grades three through eight who took the TCAP tests in the previous year to assess academic performance. By June 30, 2027, and annually thereafter, participating schools must submit test results to the Office of Research and Education Accountability (OREA) in a manner that allows for analysis by various demographic factors. The OREA is tasked with compiling these results into an annual report for the relevant legislative committees. The act is set to take effect on July 1, 2026.
