Furthermore, the bill requires annual reporting to the Department of Education, detailing the number of early warning signs recorded, disaggregated by the source of input (teachers or staff), and the actions taken in response to these signs, while ensuring student anonymity. The reports must comply with privacy laws, including the Family Educational Rights and Privacy Act (FERPA). If an LEA or public charter school fails to comply with these requirements, the commissioner of education has the authority to withhold state funds until compliance is achieved. The provisions of the bill will take effect on July 1, 2026.
