House Bill 1466, sponsored by Cepicky, amends Tennessee law to require local education agencies (LEAs) and public charter schools to administer the Presidential Fitness Test to students, as established by Executive Order No. 14327 on July 31, 2025. The bill mandates that the Department of Education provide written notice to schools at least 30 days before the test, detailing the requirements for students to earn the Presidential Fitness Award, which must align with those set by the President's Council on Sports, Fitness, and Nutrition. Additionally, the bill stipulates that students with individualized education programs (IEPs) or Section 504 plans must receive reasonable accommodations for the test, but they are not required to participate if it is unsafe for them to do so.

The bill also outlines that the Presidential Fitness Test can be administered during physical education classes or other physical activity periods and ensures that a student's performance on the test will not negatively impact their grades. Furthermore, if the authorization for the test is revoked, the Department of Education is required to notify schools and report to the relevant legislative committees within 90 days, detailing student enrollment, participation, and awards received. This act will take effect upon becoming law.
