The bill stipulates that no deed, except for a deed of trust or mortgage, will be accepted for recording unless it includes the name and address of both the property owner and the individual or entity responsible for paying the real property taxes.
Additionally, the bill introduces provisions that allow the names and addresses provided on the deed to be used for serving process on either party in cases of failure to pay real property taxes. The definition of "service of process" is clarified to mean the delivery of notice regarding the filing of a motion or petition to the opposing party. This act is set to take effect on July 1, 2026.
