House Joint Resolution 521, sponsored by Representative Marsh, honors R. Kinney Poynter, CPA, for his exceptional service to the state government accountability community, particularly his contributions to the State of Tennessee's Annual Government Auditing Training Seminar. Since joining the National Association of State Auditors, Comptrollers, and Treasurers (NASACT) in 1989 and becoming executive director in 2003, Poynter has been a champion for government accountability, transparency, and efficiency, promoting intergovernmental cooperation and enhancing the role of auditors across the nation. His leadership has significantly improved professional standards and inspired a culture of excellence among public servants.
In recognition of his dedication, Poynter received the National State Auditors Association's William R. Snodgrass Distinguished Leadership Award in 2024, highlighting his commitment to public financial management. Following a distinguished career with NASACT, he retired on March 31, 2025. The resolution expresses the General Assembly's appreciation for Poynter's outstanding service and lasting impact on government financial accountability, emphasizing the importance of his work in fostering transparency and effective governance in Tennessee.
