House Bill 1411 amends Chapter 68 of the Private Acts of 1937 concerning Hardeman County by revising the responsibilities of the School Board. Specifically, it deletes the previous Section 6 and replaces it with a new requirement for the School Board to prepare and submit an itemized budget statement to the Budget Committee by the first Monday in May each year. This budget must detail the estimated funds necessary for the maintenance and operation of schools for the upcoming academic year, starting on September 1.

Additionally, the bill stipulates that it will only take effect if approved by a two-thirds (2/3) vote of the Hardeman County legislative body. The presiding officer of this body is responsible for proclaiming the approval or disapproval of the act and certifying it to the secretary of state. While the act will be effective upon becoming law for the purpose of approval, it will only be fully effective as outlined in the second section for all other purposes.
