This budget must detail the estimated funds necessary for the maintenance and operation of schools for the upcoming academic year, starting on September 1.

Additionally, the bill stipulates that it will only take effect if approved by a two-thirds (2/3) vote of the Hardeman County legislative body. The presiding officer of this body is responsible for proclaiming the approval or disapproval of the act and certifying it to the secretary of state. While the act will be effective upon becoming law for the purpose of approval, it will only be fully effective as outlined in the provisions of Section 2 for all other purposes.
