ANNUAL EVENT APPLICATION Present law requires a nonprofit organization seeking to operate an annual event conducted with a single type of lottery game for the benefit of that organization to submit an annual event application to the secretary of state by January 31 each year for the annual event period beginning July 1 of that calendar year and ending June 30 of the subsequent calendar year. In addition to the regular submission deadline above, present law authorizes a nonprofit organization seeking to operate an annual event to alternatively submit an annual event application within five calendar days after March 21, 2024, for the annual event period beginning July 1, 2023, and ending June 30, 2024, and for the annual event period beginning July 1, 2024, and ending June 30, 2025. This bill revises this provision by removing the 2024 deadline and instead authorizing submissions within five calendar days of the effective date of this bill, for the annual event period beginning July 1, 2025, and ending June 30, 2026. LIST OF APPLICANTS Present law requires the secretary of state to review all timely annual event applications and transmit an omnibus list of qualifying applicants to the clerk of the senate and the clerk of the house of representatives in an electronic format by March 8 of each year. The omnibus list must include, at a minimum, the name of the nonprofit organization, the name of the event, the type of lottery game, the event date for the event and the location or locations of the event. The nonprofit organizations must be listed alphabetically by the county in which the annual event is proposed to be operated. In addition to the omnibus list described above, present law requires the secretary of state to transfer an additional omnibus listing of any organizations approved pursuant to the secondary deadline for the annual event period beginning July 1, 2023, and ending June 30, 2024, and for the annual event period beginning July 1, 2024, and ending June 30, 2025. The list must be transferred in a manner consistent with above outlined specifications by noon within 10 calendar days of March 21, 2024. This bill revises this provision so that the list covers the annual event period of July 1, 2025 through June 30, 2026. The list must be submitted in the same manner as described above, but within 10 calendar days of the effective date of this bill. ON MARCH 24, 2025, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 941, AS AMENDED. AMENDMENT #1 adds authorization for a nonprofit organization to submit an annual event application to the secretary of state within five calendar days after the date that this bill becomes a law, for the annual event period beginning July 1, 2024, and ending June 30, 2025. This amendment makes a corresponding change with regard to the omnibus list so that the secretary will transfer the names of organizations that submit an application for the annual event period beginning July 1, 2024, and ending June 30, 2025, under this amendment to the legislative clerks within 10 days after the date that this bill becomes a law.
