House Bill 1113, also known as Senate Bill 1223, amends Tennessee law regarding youth athletic activities to enhance safety measures for students participating in these activities. The bill requires local education agencies (LEAs) and public charter schools to review safety standards from the Safe Stars Initiative and communicate with the Safe Stars Advisory Committee to ensure compliance. Additionally, it mandates that students must submit a preparticipation medical evaluation form signed by a qualified medical professional or a written statement from a parent or guardian declining the evaluation based on sincerely held beliefs before participating in athletic activities.

The bill also establishes a Safe Stars Advisory Committee tasked with developing guidelines and educational materials about sudden cardiac arrest, including its symptoms and risks, as well as information on electrocardiogram (EKG) testing. The committee will consist of various appointed members from the education and health sectors and is required to meet annually to review and update the guidelines. The act is set to take effect on July 1, 2025.
