House Bill 1169 amends Tennessee Code Annotated, Section 37-3-115, by replacing the existing language with new provisions that require the council to submit an annual report on the status of the statewide system of care for children's mental health. This report, due by June 30 each year starting in 2026, will provide a comprehensive overview of the service delivery system and the current state of children's mental health in Tennessee. The council is tasked with engaging various state departments and agencies that provide or fund mental health services to ensure the report is thorough.

The report must include a current list of state and federally funded programs that address mental health services and prevention efforts for children and youth, as well as recommendations for improving service delivery coordination, addressing treatment gaps, and identifying opportunities for investment and evaluation. The completed report will be submitted to key stakeholders, including the governor and relevant commissioners. The act is set to take effect upon becoming law.
