Senate Bill 1124 aims to enhance consumer protection in the solar energy market by establishing requirements for companies that sell or install solar energy systems. The bill introduces a new section to the Tennessee Code Annotated, which mandates that these companies provide written proof that the local utility has a net metering program before entering into any sales or installation agreements. This proof must include a detailed description of the net metering program, including participation requirements, fees, and anticipated crediting rates, as well as a notarized verification from the utility confirming the existence of such a program.
Additionally, the bill classifies violations of these requirements as unfair or deceptive acts, subjecting offenders to penalties under existing trade and commerce laws. The bill also amends Section 47-18-104(b) to include violations of the new net metering credit provisions as actionable offenses. The provisions of this act will take effect on July 1, 2025, and will apply to agreements made or modified after that date.
