House Bill 652 amends various sections of the Tennessee Code Annotated to establish new regulations regarding the requirements for ingress and egress in proposed subdivisions. Specifically, the bill stipulates that regional and municipal planning commissions, as well as county legislative bodies and other chief legislative bodies, cannot require more than one means of ingress and egress unless the proposed subdivision contains at least seventy residential dwellings. Any requirement that contradicts this provision is deemed void.

The bill introduces these provisions in multiple sections, including Tennessee Code Annotated, Sections 13-3-403 and 13-4-303, as well as new sections in Title 13, Chapters 7, Parts 1, 2, and 3. The act is set to take effect on July 1, 2025, and will apply to any planning regulations that are enacted or amended on or after that date.
