House Bill 503 amends Tennessee Code Annotated to address funding requirements for local education agencies (LEAs) and public charter schools in relation to remedial education. A new provision is added stating that if the state fails to appropriate sufficient funds for an LEA or public charter school to assign a tutor through the Tennessee Alliance for Literacy and Learning (TALLC) for the entire school year, then those institutions are not obligated to provide the specified pathways to promotion for students.

Additionally, the bill modifies existing language in Section 49-6-1503(b)(1) by replacing "Each LEA" with "Subject to the state appropriating sufficient funds for each LEA to participate in the learning loss remediation and student acceleration program, each LEA," thereby emphasizing the necessity of state funding for participation. It also changes the phrase "Subject to available funding, providing" to simply "Providing," streamlining the language regarding the provision of services. The act is set to take effect upon becoming law.
