This bill requires that the group health insurance plan for state officials and employees meet the requirements of a high deductible health plan under the federal internal revenue code. Under such federal law, "high deductible health plan" means a health plan: (1) That has an annual deductible which is at least $1,000 for self-only coverage or $2,000 for family coverage; and (2) In which the sum of the annual deductible and the other annual out-of-pocket expenses required to be paid under the plan (other than for premiums) for covered benefits does not exceed $5,000 for self-only coverage or $10,000 for family coverage. This bill would take effect on January 1, 2012.
