House Bill 60 amends Tennessee law to establish guidelines for the installation of family restrooms at rest areas and welcome centers along the interstate and state highway systems. The bill defines a "family restroom" as a fully enclosed restroom that can be locked from the inside and is accessible to individuals with disabilities, elderly persons, children, or those needing assistance. It mandates that if a facility has a family restroom, the Department of Transportation must install a sign or marker indicating its accessibility, which must comply with the Manual on Uniform Traffic Control Devices (MUTCD).
Additionally, the bill requires the Department of Transportation to collaborate with the departments of safety and tourist development in the design and placement of these signs. It also stipulates that the department must maintain a list of rest areas and welcome centers with family restrooms on its website. The act will take effect immediately for the purpose of rule promulgation, while other provisions will become effective on July 1, 2025.
