O'Neil was a USA Hockey official who officiated at various levels, including recreational, high school, and college club games, and even worked as an off-ice official for the NHL's Nashville Predators. His passion for hockey extended beyond officiating, as he also played and coached the sport. Despite facing health challenges in 2020, O'Neil continued to referee games until near the end of his life, demonstrating his unwavering commitment to the sport and the players he supported.

In recognition of his significant contributions to Nashville's hockey community, the Greater Nashville Area Scholastic Hockey League has named its all-star game trophy in his honor. The resolution expresses the General Assembly's condolences to O'Neil's family and friends while celebrating his legacy of community service and dedication to helping young athletes develop their skills.
