House Joint Resolution 7, sponsored by Bulso, proposes an amendment to Article I of the Tennessee Constitution to explicitly affirm the rights of individuals. The amendment states that no person shall be deprived of life, liberty, or property without due process of law, nor shall they be denied equal protection under the law. Importantly, the resolution defines "person" to include every human being from fertilization to natural death, thereby emphasizing the protection of rights from the very beginning of life.

The resolution also grants the General Assembly the authority to create laws necessary to enforce these provisions. Following its passage, the resolution will be referred to the One Hundred Fifteenth General Assembly for consideration and will be published on the official websites of the Secretary of State and the General Assembly. Additionally, the Clerk of the House of Representatives is tasked with delivering copies of the resolution to the Secretary of State, excluding the final resolving clause from those copies.
