Present law establishes the Tennessee investment in student achievement formula (TISA), which is a student-based funding formula established as the system for funding education for K-12 public schools. Under TISA, a student generates weighted allocations. SMALL DISTRICTS Under present law, the weighted allocation for a student who resides in a small district is 5%. This bill would raise the weighted allocation to 10%. Under present law, a "small district" means an LEA with a membership of 1,000 or fewer students. This bill would change the definition to an LEA with a membership of fewer than 1,000 students. This bill also adds a weighted allocation for a student who resides in an LEA with a membership of: Between 4,000 and 4,999 students, both inclusive, of 1% Between 3,000 and 3,999 students, both inclusive, of 2% Between 2,000 and 2,999 students, both inclusive, of 3% Between 1,000 and 1,999 students, both inclusive, of 4% ALLOCATIONS FOR MAINTENANCE AND INFRASTRUCTURE This bill also adds that a student generates a direct allocation for the LEA in which the student is a member in the amount of $50 for maintenance and infrastructure. APPLICABILITY This bill applies to the TISA for the 2025-2026 school year and each school year thereafter.
