SENATE JOINT RESOLUTION 1531

A RESOLUTION to recognize Johnny O. Moore on the occasion of his retirement.
WHEREAS, it is appropriate that the members of this General Assembly should honor those citizens who have performed with uncommon devotion and enthusiasm throughout their years of public service; and WHEREAS, one such outstanding Tennessean is Johnny O. Moore, who, having served with distinction as Federal Manager at the Oak Ridge National Laboratory (ORNL) Site Office for the past seventeen years, is taking a much-deserved retirement; and WHEREAS, Tennessee is home to Oak Ridge National Laboratory, which leads the nation and the world in advancing cutting-edge scientific discoveries that benefit the country as
well as this State; and WHEREAS, as the federal manager of ORNL, Johnny Moore was responsible for the management of the operation contracts for ORNL and Oak Ridge Institute for Science and Education, providing operational oversight and assuring regulatory compliance of contractor operations, providing effective federal stewardship of Department of Energy (DOE) resources,
and managing federal resources to assure effective and efficient operations; and WHEREAS, during his remarkable forty-year career, Johnny Moore rose to the highest level of civilian federal service, the Senior Executive Service, culminating in his receipt of the prestigious Presidential Rank Award in 2016; and WHEREAS, Mr. Moore led the unprecedented growth and advancement of U.S. DOE
missions in Oak Ridge during his tenure, resulting in substantial economic growth and prosperity throughout the State of Tennessee; and WHEREAS, all the while, Johnny Moore ensured that highly complex DOE operations in
Tennessee were carried out in a manner that prioritized the health, safety, and welfare of his fellow Tennesseans; and SJR1531

WHEREAS, Mr. Moore previously served as the deputy assistant manager for science and operations division director at ORNL and waste operations and technical team lead for the Oak Ridge Office Environmental Management organization, where he led waste operations and legacy waste disposition activities; and WHEREAS, he has also served as the acting site manager for the Portsmouth Site Office in Ohio and environmental technology group leader, as well as serving as the technology development and transportation team leader; and WHEREAS, previously, Johnny Moore worked in a uranium enrichment program supporting the initial construction and operation of a portion of a gas centrifuge plant; he later served as the environmental, safety, and health and process and long-range technical support leads in the enriching operations division in DOE; and WHEREAS, Mr. Moore earned a bachelor's degree in chemical engineering from the University of Tennessee; he is a registered professional engineer in the State of Tennessee and
a member of the American Institute of Chemical Engineers, and he completed the Council for Excellence in Government Fellows Program; and WHEREAS, Johnny Moore has served the State of Tennessee and this nation with purpose and commitment for four decades, and he is richly deserving of our approbation on this special occasion; now, therefore,
BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED THIRTEENTH
GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF
REPRESENTATIVES CONCURRING, that we honor Johnny O. Moore on his long and exemplary tenure as Federal Manager of the Oak Ridge National Laboratory Site Office and extend to him our best wishes for every success and happiness in his retirement.
BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared for presentation with this final clause omitted from such copy and upon proper request made to
the appropriate clerk, the language appearing immediately following the State seal appear without House or Senate designation.
