HOUSE JOINT RESOLUTION 1373

A RESOLUTION to honor Randy P. Shook for his outstanding service as the 2023-2024 Grand Exalted Ruler of the Benevolent and Protective Order of Elks of the U.S.A.
WHEREAS, it is most fitting that we should honor those Tennesseans who have performed with uncommon devotion and enthusiasm throughout their tenure in public service;
and WHEREAS, having rendered dedicated and proficient service as the 2023-2024 Grand Exalted Ruler of the Benevolent and Protective Order of Elks of the U.S.A., Randy P. Shook will relinquish this leadership role when his term ends this year; and WHEREAS, Randy Shook was born in Nashville to D. Webster Shook, Jr., and Joyce Faye Shook, née Sims, and attended elementary school and high school in Loretto; and WHEREAS, after graduating from high school in 1974, Mr. Shook worked in his family's farm operation until 1977, when he became employed by the shoe manufacturing company Genesco; in 1980, he was promoted to assistant department manager at Genesco, and in 1982,
he was promoted to department manager; and WHEREAS, in 1984, Randy Shook discovered his vocation while taking night classes in
real estate, banking, and economics at Columbia State Community College and became an
affiliate real estate broker; and WHEREAS, after continuing to take courses through the Tennessee Real Estate Educational System and graduating from the Nashville Auction School, Mr. Shook became a real estate broker and auctioneer in 1986 and a certified real estate appraiser in 1990; and HJR1373

WHEREAS, Randy Shook estimably served as president of the Southern Middle Tennessee Board of Realtors in 1989 and, in 1992, founded Appraisals Plus, which currently serves a seven-county area in southern Tennessee; and WHEREAS, in 1993, Mr. Shook was proposed and initiated into Lawrenceburg Lodge No. 2206 and became an active and dedicated member; he was elected and served as
Esteemed Loyal Knight from 1995 to 1996, Exalted Ruler from 1996 to 1997 and 1998 to 1999,
trustee from 1999 to 2001, and treasurer from 2010 to 2015 and 2019 to 2020; and WHEREAS, Randy Shook began his service at the state level in 1998 as vice president-
elect before serving as vice president from 1999 to 2000, president elect from 2004 to 2005,
and Tennessee state president from 2005 to 2006; and WHEREAS, his service continued as Government Relations state chair from 2003 to
2016, Raffle Committee state chair from 2005 to 2018, Budget Committee state chair from 2010
to 2022, a member of the Executive Committee from 2009 to present, and the Board of
Directors and Advisory from 2006 to present; and WHEREAS, no stranger to accolades, Mr. Shook was named Tennessee Elk of the Year
2007-2008 and Lawrenceburg Elk of the Year 2008-2009 and was inducted into the Tennessee Elk Hall of Fame for 2012-2013; and WHEREAS, at the Grand Lodge level, Randy Shook was appointed and served as
Esquire to District Deputy Grand Exalted Ruler from 2000 to 2001 and served as District Deputy Grand Exalted Ruler for the Middle District of Tennessee from 2001 to 2002; he served as Area
3 Grand Lodge Government Relations member from 2007 to 2009 and was elected Grand Treasurer for 2009 to 2010; and WHEREAS, Mr. Shook served as Area 3 Public Relations and Marketing member from
2014 to 2018 and was elected to represent Area 3 on the Board of Grand Trustees in 2018; he served as Building Applications–West member from 2018 to 2019, Pensions and Benefits

member from 2019 to 2020, Secretary of the Board from 2020 to 2021, and Chairman of the Board from 2021 to 2022; and WHEREAS, Randy Shook was elected Grand Exalted Ruler of the Benevolent and Protective Order of Elks in July 2023; and WHEREAS, along with his peerless service to the Elks, Mr. Shook has demonstrated his civic commitment through his service on various boards and commissions within his community;
he served on the Lawrenceburg Regional Planning Commission from 2003 to 2023, the Zoning Board of Appeals from 2003 to 2023, and the Lawrence County Joint Economic Board from
2011 to 2023 and as a member of Historical Planning from 2019 to 2023; he is also a 32nd Degree Mason and has been a Shriner for more than thirty years; and WHEREAS, his many accomplishments aside, Randy Shook is most grateful for the love and companionship he shares with his wife of forty-two years, Wanda; they are the proud parents of two sons, Billy and the late Brad, and the devoted grandparents of four grandchildren, Madison, Jacob, Griffin, and Vaida; and WHEREAS, Mr. Shook epitomizes the spirit and commitment that are characteristic of a true Tennessean; and WHEREAS, throughout his years in public service, Randy Shook has demonstrated the utmost professionalism, ability, and integrity, winning the unbridled respect and admiration of his colleagues and community alike; now, therefore,
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED
THIRTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE SENATE
CONCURRING, that we honor and commend Randy P. Shook for his outstanding service as the
2023-2024 Grand Exalted Ruler of the Benevolent and Protective Order of Elks of the U.S.A.
and wish him every continued success in his future endeavors.
