ON APRIL 8, 2024, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 2378, AS AMENDED.
AMENDMENT #1 rewrites the bill to, instead, require the comptroller of the treasury to conduct a study of all insurers, including insurance pools, that provide policies of workers' compensation coverage to local governmental entities, including a review of each insurer's solvency, a comparative rate study, and an analysis of the process to bid out, procure, or otherwise obtain such a policy. As used in this amendment, a "local governmental entity" means a county, incorporated city or town, metropolitan government, and the governing body of a local education agency and charter school. The comptroller must report the findings of the study to the speakers of the senate and the house of representatives no later than January 1, 2025.
