This bill enacts "Ledford's Law," which provides that the terms and conditions of parole for a prisoner convicted of vehicular homicide or aggravated vehicular homicide must specifically include that the prisoner, upon release, attend substance-abuse treatment for the duration of their parole. Attendance at substance-abuse treatment must be a condition of parole, and failure to attend must be punished as a violation of the conditions of the defendant's parole.

ON MARCH 18, 2024, THE HOUSE SUBSTITUTED SENATE BILL 1583 FOR HOUSE BILL 2363, ADOPTED AMENDMENT #1, AND PASSED SENATE BILL 1583, AS AMENDED.
AMENDMENT removes behavioral counseling as an alternative to substance-abuse treatment, and requires the terms and conditions of parole for a prisoner convicted of vehicular homicide or aggravated vehicular homicide to specifically include that the prisoner, upon release is prohibited from possessing or consuming alcohol or a controlled substance for which the prisoner does not have a valid prescription for the duration of any period of parole. Possession or consumption of alcohol or a controlled substance for which the prisoner does not have a valid prescription during parole must be punished as a violation of the conditions of the prisoner's parole.
