Present law prohibits the governor from making any decision or obligating the state with regard to the expansion of optional enrollment in medicaid pursuant to the Patient Protection and Affordable Care Act, unless authorized by joint resolution of the general assembly.
This bill adds an exception to present law by authorizing the governor to do the following:
(1) Expand medicaid eligibility based on age, income, or other appropriate demographic factors solely for mental health prevention and treatment in accordance with the federal Patient Protection and Affordable Care Act; and
(2) Negotiate with the centers for medicare and medicaid services with respect to the terms of medicaid expansion.
