Senate Bill 1571 amends Chapter 29 of the Private Acts of 2021 concerning the Town of Pleasant Hill by deleting Article IV, Section 4. This section previously mandated that all purchases and contracts exceeding five thousand dollars ($5,000) be awarded to the lowest responsible bidder after a competitive bidding process, and required contractors to provide a bond equal to the contract price for public works or improvements over that amount.

The bill stipulates that it will only take effect if approved by a two-thirds (2/3) vote of the Town's legislative body, with the outcome certified to the secretary of state. While the act becomes effective immediately for the purpose of approval or rejection, it will only be fully effective as outlined in Section 2 upon legislative approval.
