House Joint Resolution 432, sponsored by Capley, honors Lulie Thomas for her exceptional academic achievements as the 2023 Valedictorian of Mt. Pleasant High School. The resolution highlights her dedication to academic excellence, as evidenced by her exemplary grade point average and her active participation in various extracurricular activities, including Color Guard, National Beta Club, and Key Club. Lulie has also demonstrated leadership skills by serving as president of Future Business Leaders of America, vice president of the Student Council, and treasurer of the theater group.

In addition to her academic and leadership accomplishments, Lulie has contributed to her community through volunteer work with organizations such as Plenty International's Kids to the Country and local blood drives.
