This bill amends existing South Dakota law to allow technical college employees to join the state health plan. Specifically, it adds provisions that define a "technical college employee" as a permanent employee scheduled to work twenty or more hours a week for at least six months each year. The bill stipulates that technical college employees are considered plan-eligible and outlines the contributions required from their employing Local Education Agency (LEA) in lieu of the state's monthly contribution for other plan-eligible employees. Additionally, it prohibits technical colleges or LEAs from restricting these employees from joining the plan.
The bill also makes several amendments to existing sections regarding the administration of the health plan. It clarifies that the state will not deduct contributions from the salaries of technical college employees, who will instead pay premiums directly to the state treasurer. The human resources commissioner is tasked with promulgating rules for the effective administration of the plan, including the establishment of benefits and participation procedures. The Act is set to take effect on July 1, 2027.
