This bill amends South Dakota's existing law regarding the regulation of the capitol complex by updating the authority responsible for promulgating rules. The bill also removes previous language that limited the scope of these rules and includes new provisions for regulating public accessibility to the buildings and managing obstruction, speed limits, and parking within the capitol grounds.

Additionally, the bill introduces a new section that mandates the commissioner to establish rules for general public accessibility to the capitol buildings and to allow holders of a capitol access pass to enter all outside entrances of the capitol complex using an electronic access card. This change aims to enhance security and accessibility for authorized individuals while ensuring the orderly use of the capitol facilities.
