This bill proposes the establishment of a stipend for members of the National Guard who donate an organ for transplantation. The Department of the Military will provide financial support to these members based on their recovery time following the donation. Specifically, if the recovery time is two weeks or less, the stipend will be fifty percent of the member's active-duty basic monthly pay. If the recovery time exceeds two weeks, the stipend will increase to one hundred fifty percent of the member's active-duty basic monthly pay.

To qualify for this stipend, members must adhere to specific eligibility criteria, including following all National Guard protocols for organ donation, notifying the Department of the Military at least one month prior to the donation, and undergoing the procedure at a designated transplant hospital. Additionally, members are only eligible for the stipend if they do not receive paid leave from their employer as a living donor.
