This bill amends South Dakota's current law regarding the annual fee for owners of electric motor vehicles. The annual fee is increased from fifty dollars to one hundred dollars, which must be paid at the time of annual registration. Additionally, the bill clarifies that this fee does not apply to motorcycles propelled by electric motors if the license fee is paid under a different statute.

Furthermore, the definition of "electric motor vehicle" is updated to specify that it refers to noncommercial vehicles propelled by an electric motor that can be recharged from an external electricity source and are eligible for registration in the state. The bill also emphasizes that these vehicles must meet National Highway Traffic Safety Administration standards and that the fees collected will be deposited into the state highway fund.
