This bill amends existing South Dakota law to authorize booster clubs, along with other specified organizations, to conduct bingo games, lotteries, and utilize pull-tab devices without being classified as gambling. The amendments to section 22-25-25 outline the conditions under which these activities can be conducted, including that the proceeds must not benefit individuals, no excessive compensation can be paid for services, and that prizes for bingo cannot exceed two thousand dollars. Additionally, organizations must provide written notice to local governing bodies before conducting these activities, and municipalities have the authority to prohibit the sale of lottery tickets within their jurisdiction.

Furthermore, section 22-25-41 is amended to allow distributors or manufacturers to sell coin-operated mechanical pull-tab dispensing devices specifically to fraternal or charitable organizations, local civic or service clubs, volunteer fire departments, and congressionally chartered veteran's organizations. The bill stipulates that each authorized purchaser can only place one device in up to two establishments that they do not own or operate, and all proceeds from the device must be retained by the purchaser. This legislation aims to support booster clubs and similar organizations in fundraising efforts through regulated gaming activities.
