This bill appropriates $8,000,000 from the general fund to the Department of Public Safety for grants to nonprofit organizations that assist specific victim populations, including children who have been abused or neglected, victims of domestic violence, sexual assault victims, and those affected by commercial sexual exploitation or trafficking. The Department will provide these grants annually based on applications received between July 1 and August 31. The funds can be used for various services, such as emergency and transitional support, counseling, crisis line support, case management, and training for sexual assault nurse examiners, but cannot be used to establish new programs or for legal services.

Additionally, the bill mandates that grant recipients submit an annual report detailing the services provided and the number of unique recipients. The Department of Public Safety is authorized to use a portion of the funds for administrative costs related to the grant process. The bill also includes provisions for the approval of expenditures and stipulates that any unspent funds will revert according to existing procedures. The Act is set to take effect on June 30, 2026.
