This bill appropriates $5,500,000 from the general fund to the Department of Public Safety for grants to nonprofit organizations that assist victims of abuse, domestic violence, sexual assault, and commercial sexual exploitation or trafficking. The Department is tasked with distributing these grants annually based on applications received between July 1 and August 31. The funds can be used for various services, including emergency and transitional support, counseling, crisis line operations, case management, and training for sexual assault nurse examiners. However, grants cannot be used to establish new programs or provide legal services, and priority will be given to organizations that have made efforts to raise additional funds.

Additionally, grant recipients are required to submit an annual report detailing the services provided and the number of individuals served. The Department of Public Safety is also permitted to use a portion of the funds for administrative costs related to the grant process. Any unspent funds will revert according to existing procedures, and the Act will take effect on June 30, 2026.
