The bill amends South Dakota's child support obligation schedule by revising the factors that must be considered when determining deviations from the standard support obligations. It specifies that deviations can be made based on several factors, including the income of a subsequent spouse, financial conditions that make the application of the schedule inequitable, the child's special education or health care needs, and agreements between parents regarding additional support for the child.

Notably, the bill introduces two new factors for consideration: the voluntary and unreasonable actions of a parent that lead to unemployment or underemployment, and the federal income tax consequences of claiming the child as a dependent. Additionally, it removes the previous provision that allowed for deviation based on the obligation of a parent to provide for subsequent natural children, adopted children, or stepchildren, unless there is an existing support order.
