This bill establishes new provisions regarding the disclosure of COVID-19 and mRNA vaccination status in relation to blood donations and transfusions in South Dakota. It mandates that any person collecting blood donations must require donors to disclose their vaccination status for COVID-19 or mRNA vaccines. If a donor has received such a vaccination, the blood bag must be labeled to indicate this status, although the donor's personally identifiable information cannot be disclosed on the label.

Additionally, the bill allows individuals in nonemergent situations to request blood from donors regardless of their vaccination status. Health care professionals are required to use the requested blood if it is available at the facility, and no one may deny or interfere with an individual's care based on their request regarding the vaccination status of the blood donor.
