This bill appropriates $8,000,000 from the general fund to the South Dakota Ellsworth Development Authority for roadway and related infrastructure improvements necessitated by construction activities at Ellsworth Air Force Base. The funds are designated for various eligible uses, including roadway reconstruction, rehabilitation, widening, traffic safety enhancements, and related engineering and oversight activities. The bill mandates that the authority submit an annual report detailing the recipients and purposes of the funds to the Governor's Office of Economic Development, the Legislative Research Council, and the Department of Legislative Audit.

Additionally, the bill stipulates that the South Dakota Ellsworth Development Authority cannot allocate more than three percent of the total appropriation for administrative expenses. It also establishes that any unspent or unobligated funds by July 1, 2040, will revert according to existing procedures. An emergency is declared to ensure the immediate implementation of this Act, which will take effect upon passage and approval.
