The nonprofit must collaborate with the Sioux Falls Police Department and the Minnehaha County Sheriff's Office to host a week-long summer camp for sixth graders identified by school resource officers. This camp aims to foster relationships with law enforcement and divert youth from criminal activities. The nonprofit is also required to organize three follow-up events for camp participants, their families, and law enforcement officers within the same calendar year.

Additionally, the bill mandates that the nonprofit report annually on the outcome measures of the diversion programming to a special committee until all appropriated funds are expended. The Department of Corrections will distribute the funds in ten annual installments starting in 2026, and any unspent funds by June 30, 2036, will revert according to existing procedures. The bill is set to take effect on June 30, 2026.
