This bill mandates the establishment of a cardiac emergency response plan in every public and accredited nonpublic school in South Dakota. Each school district's board and governing board must collaborate with local emergency service providers to develop a plan that includes the formation of a cardiac emergency response team, the placement of automated external defibrillators (AEDs) in accessible locations, staff training in CPR and AED use, and procedures for responding to cardiac emergencies. Additionally, the boards are required to review the plans annually, conduct drills, and ensure the maintenance of AEDs.
The bill also provides for annual training in CPR, first aid, and AED use for members of the cardiac emergency response team, with specific guidelines for the training duration and provider qualifications. Furthermore, it grants immunity from civil or criminal liability to school districts, their boards, and individuals involved in the implementation of the cardiac emergency response plans, except in cases of gross negligence. To support these initiatives, the bill appropriates $150,000 from the general fund for grants to schools for purchasing AEDs and outlines the approval and expenditure processes for these funds.
