The Bureau of Human Resources and Administration will oversee the design and construction of the project, while the adjutant general will approve expenditures, with the state auditor responsible for drawing warrants for payment.

Additionally, the bill stipulates that any funds not expended or obligated by June 30, 2031, will revert according to established procedures.
