This bill establishes the state office of apprenticeship within the Department of Labor and Regulation in South Dakota. It defines key terms related to apprenticeship, including "apprentice," "apprenticeable occupation," "apprenticeship agreement," and "registered apprenticeship program," among others. The office will serve as the sole state apprenticeship agency, promoting registered apprenticeship programs as a workforce development tool, establishing standards for these programs, and resolving disputes related to apprenticeship agreements. The office will be administered by the secretary of the department.
Additionally, the bill mandates that the secretary promulgate rules regarding the administration of the apprenticeship program, including standards for registration, contents of apprenticeship agreements, compliance monitoring, and procedures for the cancellation or reinstatement of programs. The Act will take effect immediately upon formal recognition by the United States Department of Labor Office of Apprenticeship.
