This bill amends existing South Dakota election laws to allow the use of confirmation letters or postcards to verify a voter's registration status. Specifically, it modifies sections 12-4-19.1, 12-4-19.2, and 12-4-19.7 to require county auditors to send a confirmation mailing if an acknowledgment notice is returned as undeliverable. The confirmation mailing must inform voters that their registration may be canceled if they do not respond, list their registration information, and provide instructions for confirming or updating their information within a specified timeframe.
Additionally, the bill stipulates that if voters do not return the confirmation mailing by the deadline or if the mailing is returned as undeliverable, their registration will be moved to an inactive status. The changes also clarify that if a voter indicates a new address in another county or state, the confirmation card will serve as a cancellation authorization for their previous registration. This act is set to take effect on December 1, 2026.
