The bill establishes the Indian Medicaid Managed Care Model taskforce in South Dakota, tasked with studying the creation of Indian Medicaid managed care entities as defined in federal law. The taskforce will consist of representatives from each federally recognized Indian tribe in the state, various state department secretaries or their designees, members of the state legislature, a representative from the United States Bureau of Indian Affairs, and additional members appointed by the Executive Board of the Legislative Research Council, including healthcare providers and administrators. The taskforce is required to fill any vacancies in the same manner as the original appointments and will select a chair and vice chair during its initial meeting.

The Department of Social Services will provide administrative support to the taskforce, which is expected to gather input from state and federal agencies, tribal representatives, and healthcare industry stakeholders. The taskforce is mandated to report its findings and recommendations, along with any proposed legislation, to the Governor by December 1, 2028.
