This bill authorizes the South Dakota Department of Corrections to construct a new prison facility in Minnehaha County, which will house offenders committed to the department. It includes provisions for the purchase and exchange of specific real properties necessary for the construction, as well as the procurement of architectural and engineering services. The bill also appropriates $650 million from the incarceration construction fund for the project and mandates the transfer of $78,778,932 from the general revenue replacement fund to support the construction efforts.

Additionally, the bill establishes that the new prison facility cannot be used for the temporary detention of non-adjudicated noncitizens who are being actively deported by the Department of Homeland Security. An emergency clause is included, allowing the act to take effect immediately upon passage and approval. The administration of the project will be overseen by the Bureau of Human Resources and Administration, ensuring that all expenditures are properly managed and accounted for.
