This legislative bill is a formal commemoration honoring Joelle Simpson of Rapid City for her achievements as Miss South Dakota. Joelle, a sixth-generation South Dakotan, was inspired to pursue this title at a young age and has demonstrated exceptional talent in various fields, including music and sports. She began playing the harp at eight and has been a professional musician since thirteen. Additionally, she is recognized as South Dakota's most accomplished figure skater, being the first and only U.S. Figure Skating quadruple gold medalist from the state, as well as a U.S. bronze medalist in synchronized skating.

The bill also highlights Joelle's commitment to community service, particularly her initiative focused on environmental conservation and the protection of South Dakota's threatened and endangered species. Joelle represented South Dakota on the Miss America stage in January 2025 and is set to complete her duties before crowning her successor on May 31, 2025.
