This bill appropriates $1 from the general fund to the South Dakota Department of Transportation for grants and loans aimed at addressing future ridership demands of public transit. The Transportation Commission is tasked with approving the expenditure and disbursement of these funds, which can be utilized for matching federal funds, planning, development, and operation of public transit, as well as the construction and maintenance of transit facilities.

Additionally, the bill outlines that the secretary of the Department of Transportation will approve vouchers, and the state auditor will draw warrants for authorized expenditures. Any unspent or unobligated amounts will revert according to established procedures, and the Act is set to take effect on June 29, 2025.
