This bill proposes an appropriation of $5,000,000 from the general fund to the Department of Public Safety for the purpose of providing grants to nonprofit organizations that assist various categories of victims, including children who have been abused or neglected, victims of domestic violence, sexual assault, commercial sexual exploitation, and human trafficking. The Department is tasked with annually awarding these grants based on applications received between July 1 and August 31 each year. The funds can be utilized for emergency and transitional services, counseling, crisis line support, case management, training of sexual assault nurse examiners, and services through child advocacy centers. However, grants cannot be used to establish new programs or organizations or for legal services.
Additionally, the bill stipulates that the Department of Public Safety may consider the financial situation of applicants and prioritize those demonstrating financial need. The Department is also allowed to use a portion of the funds for administrative costs related to the grant process. Any unspent or unallocated funds from this appropriation will revert according to existing procedures. The bill is set to take effect on June 30, 2025.
