This bill amends existing law to require legislative approval for leases of real property necessary for the operation of state government that exceed fifteen years in duration or have rental payments exceeding five million dollars. The Bureau of Human Resources and Administration is prohibited from entering into such leases without legislative consent. To obtain this consent, the commissioner must either seek a joint resolution from the Legislature if in session or request the Executive Board of the Legislative Research Council to review and consent to the lease terms if the Legislature is not in session. Additionally, the bill stipulates that any lease structured to circumvent these approval thresholds will be considered void and unenforceable.

Furthermore, the bill includes a provision that any existing leases entered into before the effective date of this Act that exceed the specified limits will also become void and unenforceable by July 1, 2026, unless legislative consent is obtained prior to that date. This ensures that all significant leases are subject to oversight and approval, enhancing accountability in the management of state resources.
