This bill introduces a new provision allowing nonresident military members on active duty in the United States Armed Forces to purchase a three-day temporary nonresident waterfowl license in South Dakota. Eligible individuals must present a valid military identification card and obtain a federal migratory bird stamp and a migratory bird certification permit. The license is valid only on private land and is limited to one license per individual per year.
Additionally, the Department of Game, Fish and Parks will restrict the total number of these licenses available for purchase to one hundred each year, and this number will not be included in any other licensing limitations set by the Game, Fish and Parks Commission. This measure aims to provide nonresident military personnel with the opportunity to engage in waterfowl hunting while ensuring that the licensing remains manageable and regulated.
