This bill proposes the addition of a new section to South Dakota's laws, allowing nonresident military members on active duty to purchase a three-day temporary nonresident waterfowl license. Eligible individuals must present a valid military identification card and obtain a federal migratory bird stamp and a migratory bird certification permit. The license will be valid only on private land and is limited to one license per year for each qualifying individual.

Furthermore, the Department of Game, Fish and Parks will restrict the total number of these licenses available for purchase to one hundred annually. Importantly, this limit will not affect any other licensing limitations set by the Game, Fish and Parks Commission. This legislation aims to provide nonresident military personnel with an opportunity to engage in waterfowl hunting while ensuring that the number of licenses remains controlled.
