This bill introduces a new provision allowing nonresident military members on active duty in the United States Armed Forces to purchase a three-day temporary nonresident waterfowl license in South Dakota. The license is limited to one per year and is applicable to any unit where such licenses are typically issued. To obtain the license, individuals must present a valid military identification card, as well as secure a federal migratory bird stamp and a migratory bird certification permit. Additionally, the license is only valid for use on private land.

The Department of Game, Fish and Parks will restrict the total number of these licenses to one hundred each year, ensuring that this limit is not included in any other licensing restrictions. This measure aims to provide nonresident military personnel with the opportunity to engage in waterfowl hunting while recognizing their service.
