The bill establishes a biomonitoring pilot program for firefighters in South Dakota, aimed at testing for perfluoroalkyl and polyfluoroalkyl substances (PFAS). The Department of Public Safety is tasked with implementing the program, which includes collecting and testing blood samples from eligible firefighters, disclosing results to participants, assessing health implications, and identifying regions with elevated PFAS levels. To participate, firefighters must have served for at least one year and apply to the program. The department may also contract third parties for program administration and data storage, ensuring participant confidentiality.
Additionally, the bill appropriates $200,000 from the general fund to support the program's establishment and operation. A report summarizing the program's results and recommendations for reducing PFAS levels among firefighters is required to be submitted to the Legislature by July 1, 2028. The program is set to begin on June 30, 2025, and will expire on July 1, 2028.
