The bill establishes a new crime known as aggravated careless driving in South Dakota. It defines aggravated careless driving as operating a vehicle in a careless manner, as outlined in existing law, while exceeding the posted speed limit by twenty or more miles per hour. This offense is classified as a Class 1 misdemeanor.

Additionally, the bill mandates that upon conviction for aggravated careless driving, the court must revoke the individual's driver license for a minimum of one year. For first-time offenders, the court may allow limited driving privileges for employment, school, or counseling purposes, provided the offender demonstrates financial responsibility. However, this option is not available for individuals convicted of a second or subsequent offense.
